 According to the documentation
 https://codex.wordpress.org/Hacking_WordPress my-hacks.php was deprecated
 in v1.5 and removed in v2.8

 So the code in wp_get_active_and_valid_plugins() is no longer necessary
 and can be deleted along with mentions of my-hacks and hack_file anywhere
 else in the code.
