 I'm not sure if this should be a separate ticket or not, but whatever
 solution is used here should be used identically when editing an already
 existing user's password.

 As an admin, I regularly create users on someone else's behalf without
 wanting to send them an email. I also regularly want to edit such a user's
 password without notification. This is common during development when
 you're preparing a website to show a client, on users imported via the
 WordPress importer, etc.

 As it stands such a client will receive an email saying somebody changed
 their password on a site we're not even ready to show them yet; very
 confusing for them.
