Comment:

 When Ryan was working on this, the template directory functions that
 enable WooCommerce and Easy Digital Downloads and others to easily find
 templates didn't exist. As such, making template system would be alot
 easier today, enabling WordPress core to easily make a WordPress email
 templating system that would allow plugins to extend it. This would allow
 users to run sites where all plugins use the same email templates by using
 the WordPress email templating system, eliminating the issue of a site
 with multiple email templates.

 If someone wants to refresh the patch or start on a new one, it should be
 implemented with a robust templating system so that it can be easily
 extended, and therefore used, by plugins
