 I don't think so. Same problem, just a question of implementation. The
 problems to be solved is:

 a) Should core output CSS into the head?
 b) If yes, then should it be opt-in or not?
 c) It not, then should it be opt-out or not?

 The original ticket was simply yes, opt-in. I think it should be yes, not-
 optional. But, regardless of the implementation, the problem remains the
 same.

 If this CSS isn't theme-specific in some way, we should not rely on the
 themes to adjust for it. Is it theme-specific in some manner?
