Comment (by afercia):

 Noting here a feedback from the accessibility testers group: there's no
 feedback about the activation of the plugin, we're just saying
 "installed", maybe worth considering a better message string for
 `wp.a11y.speak` and maybe also some check about successful/unsuccessful
 activation.
