 First of all, this response surprise me. You are treating everyone in this
 thread to not reopen this ticket by deleting comments. This is really
 disrespectful to people who are helping this project.

 I have worked at one of the bigger host and I have never seen WordPress
 contacting them to update their PHP version or the PHP version of all the
 sites running on it. Personally I was responsible for migrating 100k
 WordPress sites to PHP 5.5 and the team I was working with for the other
 projects the host is providing. That could have changed in the last couple
 of months but I guess not.

 A deadline isn't a threat. Not setting a date and let's say during
 WordPress 4.4 we decided to bump the PHP version is.

 WordPress should act like a market leader and make it more obvious what
 they are doing to decrease old PHP versions. To me the progress now is
 being made by the users and their hosts.
