 I do not know if this is a known bug of if anyone has mentioned it before
 but for some reason, I cannot move an active widget that I do not want to
 use but keep for reference into the inactive widget area in the widgets
 page.  This issue will show up when there are more widgets created.  I
 notice this in a site that I have and I have deactivated all the plugins
 and switch the theme over to an an edited twenty fifteen theme.

 You can moved it if you close the boxes but you will notice that it only
 goes partly down but not all the way.  It is also on 4.2.1 version.
