 With the new 4.2-Release, the Emoji-Inline JavaScript and CSS are always
 loaded. But the Emoji-Replacement makes only sense, when we have the
 Option ''use_smiles'' are activated.

 We should add the check for ''use_smiles'' similar to the
 {{{convert_smilies()}}}-function
