 Just a note on Otto's remark
 >It could be as simple as a single line of CSS in wp_head

 For Dutch government websites it is forbidden to have CSS added into the
 <head>, only links to stylesheets are allowed.
 So if you would decide on adding CSS in the head, please make it
 filterable.
