 When a user changes a featured image on a post, the_modified_time does not
 reflect that the post has changed. While featured images used to be used
 only internally, these are now often expressed in meta-data in Open Graph
 or Schema tags.

 If the_modified_time doesn't change, outside services won't know that the
 image that should be used to represent the post has changed. Changing the
 featured image IS a modification of the post, and changing it ought to be
 reflected in the the_modified_time value.
