 This is somewhat related to #28001

 I'm not entirely sure that we can assume a scheme-less URL is definitely
 available over SSL, however, defaulting to HTTP isn't optimal.
 The approach of respecting the request scheme doesn't seem to be ideal
 either, but at least has some logic to it.
