 Patch [https://core.trac.wordpress.org/attachment/ticket/23318/23318
 -upgrade-header.diff 23318-upgrade-header.diff] adds optional "Upgrade"
 header for plugins and themes. New header defaults to 'true', when
 "Upgrade: false" is set, it excludes plugin/theme from checking for
 updates in WP API.
