 [https://wordpress.slack.com/archives/core/p1415067836003712 in Slack],
 17817.10.patch implements the `ArrayAccess` interface for the `WP_Hook`
 class, adding backwards compatibility with code directly accessing the
 third level of the global `$wp_filter` array. Also adds a unit test for
 the new methods.
