 I'm assuming you mean the (ill fated) feature in Firefox and Safari where
 the browser would insert an entire image as base64 encoded string in
 contentEditable, i.e. the image is encoded as text and saved in the
 database together with any text you typed.

 This is a bad practice and very undesirable. It was disabled by default in
 the TinyMCE 'paste' plugin, but can be turned back on from a plugin. Note
 that this only works in the above browsers, not in Chrome, Opera or IE.
 There are currently no plans to turn this on by default in WordPress.

 By far the best way to add an image to a post is by uploading the image
 file to the Media Library, then inserting it in the post. This may involve
 couple of extra steps: saving the image file on your computer first then
 uploading it, but works much better for your site's visitors.
