 Interesting! I didn't know that. Then it makes sense to include these
 offsets as well. Then it would behave like in core using a `user_timezone`
 and a `gmt_offset`value for manual offsets.

 I'll update the patch accordingly. Maybe this makes it easier to implement
 the various filters. Will check that as well.
