 I'd prefer to keep manual offsets for user timezones as well.

 [http://en.wikipedia.org/wiki/Moscow_Time Moscow Time] was changed to
 year-round UTC+4 three years ago, however not all servers have the
 relevant timezone information. So the Russian package currently uses a
 manual offset (UTC+4) rather than a timezone string (Europe/Moscow) in

 files]].
