Comment:

 I'm going to move this to future release. There is some great effort here
 so far but my comment from a few weeks ago raised a few concerns about
 whether setup-config.php is even the main entry point, and that
 install.php is sometimes the initial entry point so it similarly needs to
 reflect it is a welcome screen. Let's regroup after 3.9.
