 In "Add New User" view, we have this language:

     Add the user without sending them a confirmation email.

 In addition to being a checkbox anti-pattern, the language is confusing
 because the user is sent an email anyway — their username and password
 (another type of confirmation).

 It would be helpful to clarify in this UX that there are two options:

 1. Send the prospective an email where they can confirm registration of
 their account.
 1. Create the user account and send an email with the username and
 password.

 I suspect any changes to this flow will want to be handled in conjunction
 with the likes of #27192, #16235
