 Ah, yeah, that sounds like it might be it.

 But I think it still might be on our end. When I run
 [http://pastebin.com/GKkZC4Qp this] in PHPMailer directly it generates the
 correct header:

 `Reply-To: =?UTF-8?B?THVrw6HFoQ==?= <info at example.com>`
