 IRC summary: We will focus on adopting both {{{\xC2\xA0}}} and
 {{{ }}} as synonyms for a space because they are already commonly
 used whether the author wants them or not.

 To that end, I will refresh #22692 and then add unit tests for other
 functions that handle post content and spaces.
