 What should happen if `WPLANG` is already set to a non-default value when
 running the installer? Should we skip the language selection, or should it
 still be shown but with that language pre-selected?

 Subsequently, will we see issues if the `WPLANG` constant is set to one
 language, but the site gets installed with another so the
 `get_option('WPLANG')` ends up being different? (Thinking of plugins that
 use `WPLANG` directly instead of `get_option('WPLANG')`.
