 Our implementation has its own "pagebreak" defined in the
 [https://core.trac.wordpress.org/browser/trunk/src/wp-
 includes/js/tinymce/plugins/wordpress/plugin.js#L219 `wordpress`] plugin,
 disabled by default. To use it add `'wp_page'` to any toolbar.

 The difference is that the html comment is always inserted in the body
 under the current block.
