 19239.5.diff​ does a couple of things:

 - Starts with 19239.3.2.diff​
 - Adds a new "dashboard_rss" dashboard widget
 - Includes http://wordpress.org/news/ & http://planet.wordpress.org/ feeds
 plus the popular & new plugins links
 - Reduces the description text for the blog post
 - Reduces the config options to just the feed URL

 In the end, it looks like this:

 The config page looks like this:
