 23119.4.diff does indeed fix the "invisible" menu problem.

 Also two things:

 1. The UX is inconsistent for creating your first menu and creating a new
 menu. I feel like they should be the same or nearly so.

 2. Perhaps we should look at opening a new ticket and/or individual
 tickets for new stuff cropping up such as refactoring and/or docs, etc.
 When we hit what would be 23119.7, the incrementer will restart at
 23119.32
