 On themes.php, the label for the Search Installed Themes box is present
 but it is orphaned from the input field as the text field does not have an
 `id` attribute for the label to hook up to.

 This means that users of some screen readers will not receive a prompt for
 that field. It will also be harder for voice recognition users to directly
 access this field.
