 Placing buttons at the bottom of the update panels in the Theme Customizer
 just sounds to me like a sensible thing to do from a usability as well as
 accessibility point of view. Whilst those people using a mouse will click
 on buttons wherever they are (up to a point), those who rely on keystrokes
 need to tab to the buttons. Aren't we asking a lot for keyboard users to
 have made all their changes and to then have to shift-tab all the way back
 up to the top again to save their changes?

 Most forms out there on the internet have the submit buttons at the bottom
 of the form for a good reason - that it is the logical next step when
 you've added the information asked for.

 helenyhou it may seem strange to see them at the bottom but is that just
 because it's different to what's there now? Surely greater ease of use is
 more important here. lessbloat has shown that with his excellent user
 tests.
