 [22136] was necessary because it got to a point where you couldn't set
 page_for_posts or page_on_front from this routine without options.php
 overwriting them. If you moved them to be updated first, then you wouldn't
 be able to avoid updating them at all, leaving the current value.

 It also makes sense and is ultimately less of a hack.
