 Nice catch.  There is a separate ticket for this now: #22475.

 Are your referring to the "default" tab just above the images?  If so,
 that is just a tab, not a link.  It does look kind of odd to have a single
 tab there, but if you've uploaded an image (through Appearance) another
 (uploaded) tab appears before it.

 There is no visible focus on the radio buttons. (Suggest also that the
 labels are amplified for screen reader users to explain what's happening -
 the labels voice "Your latest posts" without the context of 'Front page
