 I think the most important things we should keep in mind are:

 1.) inexperienced users should be able to use a static page without the
 need to ask anybody else. I can't count the times I answered a question on
 how to change the front page to a static page.

 2.) it should be a single step process, not like in 3.4 where you have to
 realize that you have to create a page first before you can use it as the
 front page AND to create an additional page to be used for the posts. This
 procedure overstrains many users.
