 Sounds like an incomplete upgrade.

 `get_custom_header()` is defined in `wp-includes/theme.php`: [[BR]]
 http://core.trac.wordpress.org/browser/trunk/wp-
 includes/theme.php?rev=20934#L1003

 In Twenty Ten, `get_custom_header()` is wrapped in a `function_exists()`
 check, that may explain why the issue only manifests itself in Twenty
 Eleven.
