 Ref #19910. Tested with core changeset
 [http://core.trac.wordpress.org/changeset/20212 20212], using
 `remove_theme_support('custom-background')` the theme customization menu
 is unresponsive.

 Javascript error `Uncaught TypeError: undefined is not a function`.

 Looking at `wp.customize.settings`, there's still a
 `"background_color":{"value":"","control":"color"}` to be found.
