 Most WP images used by plugins are in <img> tags, not sure we need to
 provide generic css classes for when they are used as backgrounds.
 Thinking it's reasonable to expect plugins to switch to css gradients too.

 This brings another (big) question though: how much of the core css is
 "safe" for use by plugins (if any), and how are we going to separate it
 from the rest of wp-admin.css.
