Comment:

 I asked Dave to make it so the dropdowns only show if static page is
 selected and to change "Front" to "Home" to better reflect how most people
 talk about their sites (per the wireframe he just uploaded). I would like
 to see what he mocked up replace what we have now.

 The progressive menu display was supposed to be done before (#15205) but
 as of 3.4 it's not there.
