 The issue with using the alternate configuration file is it's not just
 known bugs (-f) we need to deal with, but also multisite (-m), WP_DEBUG
 (-d), SAVEQUERIES (-d), and any combination thereof. (Looking into -s, its
 existence just doesn't make any continued sense.)

 So, for now, at least we have a PHP config switch.
