Yes, and none of them are usable. Licensing isn't a game, man. If somebody
uses an incompatible license, then they don't want you using their code.

No, it's not. Email plugins at wordpress.org about license issues, and
plugins with incompatible licenses will be removed from the directory.
Just because we haven't found it and removed it yet doesn't mean it's not
a hard and fast rule. Non-GPLv2 compatible plugins *will* be removed from
the directory when discovered.
