 Regardless of the name of the is_home() function, I am proposing adding an
 additional conditional tag called is_blog_page() to return true if
 '''any''' of the blog-related pages are currently being viewed.  The name
 of that function could change to match any changes to the name or
 implementation of is_home().

 I've submitted a patch with ticket #21620.
