 For what it's worth IMO , due to the security implications of executing a
 process outside of PHP, command-line graphic applications should be left
 for implementation by a plugin.  Core should support the Imagemakic PHP
 Extension, as well as have an extensible API to allow for others to be
 plugged into it, but !WordPress Core shouldn't be calling an external CLI
 program to proceess images.. It could have the ability to overload any
 shared hosts with stricter memory limitations as well.
