 Now that we have the edit_comment meta cap that can be easily tweaked by a
 plugin to suit ones workflow, the only thing we're really missing here is
 dual checks for edit-comments.php — allow the page to be accessible with
 either edit_posts OR manage_comments. [attachment:12104.diff] is entirely
 untested. What does everyone think?
