Comment (by nacin):

 WP_LANG_DIR/themes/$domain-$locale.mo and
 WP_LANG_DIR/plugins/$domain-$locale.mo would be better, and that was the
 plan for language packs. On WP.org/extend at least, the slugs are only
 unique in their individual namespace.
