 There exist plugins which are designed for mass blog management and
 upgrading, a few web sites offer a central control panel over blogs and
 automate upgrades/etc too.

 Due to the fact that such an API would require substantial client work for
 it as well, This feels like it's be better functionality to be left for
 plugins to implement for specific purposes.
