 I'm glad that I'm not the only one that had reservations on r18929. To me,
 it is opening up too much duplication of effort, requiring any future
 updates to the core menu system to be mirrored here.

 As John brings up, it doesn't actually recreate the menu as it ignores any
 customization. I'm sure that all developers could start adding their own
 entries into the admin bar version of the menu as well, but this just
 creates yet even more duplication of effort, increases the odds of
 something messing up, and would quickly create an inconsistent experience
 as not everyone will update their code to do this.

 This really does bring up something that has been needed for a long time,
 standardization of the menu system into a simple API and the migration of
 the code base for it to being able to run on either the front-end or the
 dashboard. If this is far outside the current scope, I would say to scrap
 this addition to the menu until it can be done properly.
