 One more set of items:
  * What items should be shown in the W menu when the bar is shown on the
 front end, but not logged in? Should the W menu be shown at all?

 Obviously the admin-related links shouldn't be shown, Westi hid most of
 the admin links, but the Feedback and Credits links have been added since.
