 Ah, I was thinking of sidebar.

 I've checked both the Arabic 3.2.1 package and 3.3-trunk with Arabic
 language files, and the menu bar seems to reflect RTL direction correctly
 (see the screenshot).

 Could you please confirm that you're using unmodified Twenty Eleven theme
 and not some child theme based on it? [attachment:rtl-menus.gif] doesn't
 look like default Twenty Eleven appearance to me.
