 I've posted an updated patch based on our discussions in IRC. Changes from
 the last iteration:

 * '''Removed the wp_pointers filter.''' We can use remove_action to hide
 all/individual pointers. Until we have a more robust API (3.4), using wp-
 pointer.js should be a manual affair.

 * '''Use json_encode for arguments passed to the pointers JS.''' Merges
 $content and $position, removes position parameter parsing.
