Comment:

 The only fix here would be to actually do a file_exists() before each
 image, but actually in our core custom header code. I don't know if this
 is a great idea. Header images are registered in code. You can't drop new
 images in and expect them to work, or remove them. (Not that this wouldn't
 be cool...)
