 * component:  UI => RTL


Comment:

 [attachment:19143.rtl-margin-fix-and-cleanup.patch] moves the styles to
 `wp-admin-rtl.dev.css` with a bit of cleanup.

 [attachment:19143.rtl-margin-fix-only.patch] just removes the excess
 margin.
