Comment:

 Ok, Not pingbacks at all, The Internal Linking feature only links to posts
 which are published.

 It only links to published posts as those are the only ones which have a
 public URL, a draft post has a draft url which may change before it's
 published, it doesn't make sense to link to them for that reason.

 IMO: closable as wontfix; it's not a use case which can really be
 supported, nor one most people would intentionally want to do.
