 At present the only location you can get TwentyEleven from is from the
 Core WordPress repository, Twenty Eleven is not in the Themes Directory
 yet either.

 As It's the default theme for WordPress 3.2+, I do not see any reasonable
 explanation for it to support older versions of WordPress.. However, in
 this case, it's trivial to do so (an extra function_exists check), but i'm
 not sure it's warranted. We should be encouraging people to upgrade to
 3.2, not use new themes on their existing site. As for those wanting to
 test Twenty Eleven, It'd be best for them to test 3.2 while they're at it.

 When TwentyEleven is released in a few weeks with WordPress 3.2, Any
 readme description should mention 3.2+ compatibility I imagine..
