 +1 on the idea. On to specifics:

 * We shouldn't use STYLESHEETPATH and TEMPLATEPATH anymore: #18298

 * There's no rhyme and reason between the names 'locate_theme_file' and
 'locate_template'. Maybe call it locate_template_uri() instead?
