 Per #15170, #16647, and #18216, the '''Search Sites''' feature at
 '''admin/network/sites.php''' works differently than standard search
 behavior, which is to natively return partial matches.

 By partial match, I mean that if you search on '''abc''', it should return
 a blog named '''abcdef'''.

 Contrast that to the normative search experience: search for '''wordp'''
 at Google. The first hit is WordPress.

 If it is not feasible to do partial matches in that search box, then
 please make this non-normative functioning clear in the UI.
